1. Event
The 2001 Formula Windsurfing
World Championships will be held from 20 to
27 October 2001.

3. Venue
Racing will take place
in the waters in front of the beach at Fortaleza, which is the capital of Ceará
state. It is located on northeast of Brazil, on the coast of the Atlantic Ocean
The International Airport is located 15 km from the coast line. In October the
Alisios Winds blows from 15 to 25 knots. The air and water temperature is around
28° Celsius.
4. Rules
This is an ISAF sanctioned
event governed by:
- the current Funboard
(IWA)Racing Rules & Formula Windsurfing Appendix ("FRR")
- The event is classified
as a category 'C' event as set out in the ISAF RRS App. G .
- The Class Rules of the
participating Classes, this Notice of Race ("NoR") and the Sailing Instructions
(S.Is).
5. Eligibility & Discipline
Entries shall meet the
requirements of ISAF RRS App. K. Competitors shall possess valid third party
liability insurance.
All competitors shall be
affiliated to FW Class / IWA by current membership of a "paid up" national Association
or Sailing federation, or shall have paid a surcharge of 100 Swiss Francs. The
National memberships, due 1st January 2001, shall have been received not later
than 1st July . National Place allocations shall only apply to countries affiliated
by that date.
A minimum of 3 races is
required by each division for a valid overall result in that division.
Formula Windsurfing World
Championship shall be an 'limited Entry' event sailed on Formula Windsurfing
Boards for men and women. The Mens Fleet shall be limited to 160. (See entry
requirements).They shall race separately, each in a 15 race series Or 11 "rounds".
This will be defined in the Sailing instructions.
A minimum of 5 entries
is required to constitute a 'fleet'. There may be separate PRIZES for Youth
(Espoir) and Masters
6. Measurement.
It is the responsibility
of each owner/competitor to ensure that his/her sailboard and equipment conforms
to Class Rules. Measurement and equipment checks may be made throughout the
event.
7. Sail Insignias
All Sails SHALL comply
with the new national letter system according to the RRS 77 and App. H., OR
appendix H of the Funboard (IWA)Racing Rules. See diagram
8. Buoyancy
If personal buoyancy is
prescribed, each competitor shall wear, above the waist, a jacket, harness,
or vest with a minimum buoyancy of 4kg. uninflated, in fresh water. The buoyancy
shall be tested with a metal weight of 4kg. which shall remain supported for
a minimum of 5 minutes.
9. Liability.
Competitors take part in
all races at their own risk. The Organising Authority, ISAF, F.W.Class, IWA
or any of their officials or representatives or the sponsors or their officials
or representatives are not responsible, under any circumstances, for any damage,
loss or injury either ashore or on the water either to persons or equipment,
which may result. Participation in this event, supporting events and in each
race in them, is at the sole discretion of the sailor and at his/her own risk.
10. Courses
Courses for each championship
shall be as prescribed in the relevant class championship & Racing Guidelines
or Rules, or as described in the SIs.

12. Scoring
The ISAF low points scoring
system (App. A2) will apply for a 15 race series. In an 11 "round "series The
scoring system will be defined in the sailing insructions
13. International Jury
An International Jury will
be appointed. Their decisions will be final and cannot be appealed.
14. Sailing Instructions
(SIs)/Event Programme
The 'SIs' will be available
at registration as will the Event Programme scheduling social events.
15. Coaches
Coaches are required to
register in advance and advise the organisers if they propose to bring their
own coachboats.
16. Drug Testing
Competitors are reminded
of the ISAF rules and regulations concerning the use of banned methods and substances.
Drug testing may take place during the event.
17. Medals and Prizes
Medals / Prizes shall be
awarded to at least the first three Men/Ladies in each Championship/Fleet depending
on entry numbers. Additional prizes for Youth (Espoir) and Masters may be awarded
.
18. Television and Media
In registering for the
event, competitors automatically grant to the Organising Authority the right
in perpetuity to make, use and show from time to time at their discretion, any
motion pictures, still pictures and live, taped or filmed television and other
reproduction of them, taken during the period of the event, for the said Championship
as defined in the Notice of Race and Sailing Instruction in which he/she participates
without compensation.
19. Bibs/Vests & Competitors
Sail Branding.
During racing, competitors
MAY be required by the organisers to wear bibs/vests carrying the event sponsors'
branding and Sail stickers above the boom. Prior to arrival on site, competitors
wishing to apply their own sponsor's branding to their sails below the boom
are advised to seek 'Brand Approval' from the organiser to ensure that there
is no conflict with event sponsors. The decision of the organisers will be final.
There is a prize fund of no less than $30,000.
20. Dress Code
There will be two official
events where 'smart casual' clothes will be required. The organisers reserve
the right to refuse entry to any person to such events if in their opinion the
competitor's standard of attire is not commensurate with the occasion.

22. Air Travel/Transportation

23. Registration
The registration office during the
regatta will be near the beach.
Before completing registration ,competitors
will be required to produce the following on site:- Original Regatta Entry Form,
the official event Measurement Form with all the material information and FW
I.D. tag Numbers correctly completed and to have paid the entry fees and all
FW Class Tag costs due.
24. Entries
Important:
The men's fleet is limited to 160 entries. Any competitor wishing to exercise
his right on a guaranteed start line place based on either: national quota (paid
up member associations only), or ranking list places of qualifier events, can
only do so by sending in their entry form to the race office AND pay in advance
by credit card or bank transfer before 1 october 2001. The entry fee for competitors
from paid up countries is 240 Swiss Francs (100 UK pounds). This includes all
Formula Windsurfing ID Tag costs. Competitors paying by credit card or bank
transfer before 1 October 2001 shall receive a discount of 24 Swiss Francs (10
pounds). Competitors with tags fitted from previous events will receive a rebate
,at
the event, equivalent to 3 pounds per tag.
